Tooltip session controller
The first tooltip opens with intent. After that, the session stays warm long enough for confident cursor travel, keyboard focus remains first-class, and touch avoids hover-only chrome altogether.

Keyboard + dismissal
Focus opens the same tooltip content as hover. Escape dismisses it. Scroll closes active tooltips immediately so overlays never drift away from their trigger.
Tab into these controls on desktop to open the same tooltip content without hover. On touch, tapping them performs the action without floating chrome getting in the way.
